Leung Chun-ying has ordered a “no visa, no entry” for Philippine government passport holders who will visit Hong Kong up to 14 days starting on February 5.
The reason is that the Philippine government has not apologized for the death of eight Hong Kong tourists four years ago.
Although ordinary Filipino travelers are not affected on this, the relationship between the Philippines and Hong Kong became sour after that 2010 incident. An incident where Hong Kong issued a “black” travel warning for Philippines which they shared it with Egypt, Syria, and Bangkok, Thailand.
The Philippines has expressed regret of what happened but haven’t officially apologizes.
